Florida’s Manatee County advances $50-MM RNG project
Nopetro Energy and Johnson Controls have partnered with Manatee County to develop a $50-MM renewable natural gas (RNG) production facility that will convert landfill waste into clean fuel for local trucks and buses. The project marks the first landfill gas-to-RNG facility on Florida’s west coast.
Construction is expected to begin in 2026, with operations commencing in 2027.
The facility, owned and operated by Nopetro, will capture methane from the Lena Road Landfill and upgrade it into pipeline-quality RNG. The gas will be injected into existing infrastructure to serve customers across Florida’s west coast.
“This project reflects what's possible when innovation and collaboration come together to create real impact,” said Travis Payne, senior vice president of RNG Development at Nopetro. “By transforming a wasted local asset into something productive, we're helping Manatee County generate new revenue and set the foundation for a more resilient future for generations.”
The project is expected to cut emissions equivalent to 5.3 million gallons of gasoline annually, comparable to the carbon captured by 22,000 acres of forest. Once operational, it will generate enough renewable energy to power more than 4,500 homes per year.
Johnson Controls provided early design and engineering services and will oversee measurement and verification throughout the project’s duration.

Manatee County Commission Chair George Kruse said the project represents a financial opportunity for taxpayers: “This is a free revenue source on stuff that we're currently just burning off. We owe it to the taxpayers to try to maximize outside revenue so we can eliminate some of their costs.”
Mead & Hunt will provide engineering, procurement, and construction services.
Nopetro already operates a landfill gas-to-RNG facility in Vero Beach and manages 15 RNG fueling stations across Florida.
